Peshawar, April 21, 2026: The Khyber Pakhtunkhwa government has decided to adopt an integrated strategy to identify out-of-school children (OOSC) in the province, improve data mapping and strengthen inter-departmental collaboration.
The decision was taken during a meeting chaired by Provincial Minister for Elementary and Secondary Education Arshad Ayub Khan. The meeting was attended by Secretary Education Muhammad Khalid, senior officials from the Education Sector Reforms Unit, Elementary and Secondary Education Foundation, representatives from UNICEF and others.
The participants reviewed proposals for accurate identification of out-of-school children across the province, including geographic mapping, analysis of socio-economic conditions and assessment of reasons behind school non-attendance.
A briefing was given on developing an integrated data system, survey mechanisms, and information-sharing frameworks among departments.
Speaking on the occasion, Arshad Ayub said that identifying out-of-school children is the government’s top priority to ensure access to education for every child. He directed all relevant departments to work collectively under a unified strategy.
The secretary education said the department will utilize modern technology, digital mapping and inter-agency coordination to compile reliable data on out-of-school children, enabling effective policymaking and planning.
The meeting concluded with a consensus that the departments of Local Government, Social Welfare, Health and Education will jointly implement a comprehensive action plan.
The plan aims to ensure accurate identification, data verification, ground-level assessment, and coordinated measures to address challenges preventing children from attending school.
