Shagram, April 21, 2026: A meeting of the Torkhow Terich Road Forum (TTRF) was held in Shagram under the chairmanship of former UC Nazim and TTRF President and Central Shura Convener Saifullah on Tuesday.
The meeting was attended by local elders and representatives of Torkhow and Terich. The participants expressed serious concern over the prolonged delay in the construction of the only and vital road to the remote area.
The meeting reviewed the situation following the expiry of earlier deadlines set by the forum for the commencement of work on the project.
The speakers strongly criticized the Communications and Works (C&W) Department over alleged mismanagement and corruption in the project, stating that despite 17 years of construction work, significant progress had not been made on the 28-kilometer road.
They claimed that although the project cost had escalated several times, even basic asphalt work was yet to b completed on large portions of the road.
The participants also referred to repeated assurances given in court by C&W officials regarding the start of work. They said that despite commitments made before the Peshawar High Court and assurances of commencement in early April, no substantial work had begun, which they termed a violation of court directives.
The forum alleged that delays were being deliberately caused to benefit from cost escalation. It was further stated that negligence and inefficiency had deprived the local population of basic connectivity for years.
The meeting unanimously resolved that if construction work on the Booni–Buzund Road is not initiated in full by April 28, a large-scale protest movement will begin on May 2.
According to the decision, a public gathering will be held in Shagram, followed by a march toward Booni, where a sit-in will be staged outside the C&W office indefinitely.
The resolution further demanded immediate initiation of work on all key components of the project, including compaction, widening, shoulder construction, PCC work, and culverts in various areas such as Kaghlasht, Werkhop Gol etc.
The forum warned that failure to comply with the deadline would result in a full-scale public agitation involving men, women and children from the area.
