ISLAMABAD, Feb 16: Abdul Akram, an officer of the Provincial Management Service (PMS), has been promoted to BPS-19 and appointed additional secretary in the Higher Education, Archives, and Libraries Department, Khyber Pakhtunkhwa.

Prior to his promotion, he developed a solid reputation through various roles within the provincial civil administration, especially in high-risk areas facing serious security challenges.

A seasoned civil servant, he is renowned for his ability to navigate complex political landscapes, strategically balancing administrative efficiency with pressing security concerns.

Akram began his career in his native Chitral district, first serving as an additional assistant commissioner before rising to the role of assistant commissioner.
His subsequent postings included deputy secretary for Elementary and Secondary Education in Peshawar.
Most recently, he held the position of deputy commissioner in Kohat, a district plagued by ongoing militant activity and governance instability.
Despite these severe challenges, Akram was praised for his efforts to streamline administrative processes and enhance public service delivery.
A local lawmaker, speaking on the condition of anonymity, acknowledged Akram’s competence but pointed out that his relatively short tenure as DC in Kohat had limited his ability to implement long-term reforms.
“Akram was effective in addressing immediate challenges, but his brief time in Kohat left little room for sustained change,” the lawmaker said. “In districts like Kohat, where governance is fragile, continuity in leadership is essential. While Akram made a positive impact, lasting progress requires more time and effort.”
