Peshawar, July 7, 2026: Members of the Khyber Pakhtunkhwa Assembly have submitted a resolution urging the provincial government to immediately restore Tehsil Khuzaar in Lower Chitral, with its headquarters at Shoghore.
The resolution was moved by Fatehul Mulk Ali Nasir, MPA from PK-2 Lower Chitral, and seconded by a number of other MPAs.
According to the resolution, the Lotkuh region, historically known as Khuzaar, served as a separate governorate during the former Chitral State and was constituted as a tehsil in 1954. It retained its administrative status until the merger of Chitral State with Pakistan in 1969.
The document states that the region covers approximately 2,412 square kilometres and includes the valleys of Garam Chashma, Karimabad and Arkari.
Due to its vast mountainous terrain and heavy snowfall during winter, the area is frequently cut off from Chitral city, creating difficulties for residents in accessing essential government services.
The resolution also highlights the strategic importance of the region, noting that it borders Afghanistan’s Nuristan and Badakhshan provinces and lies close to Tajikistan through the Wakhan Corridor. It argues that the sensitive frontier area requires a stronger local administrative presence.
The lawmakers recommended that the provincial government re-establish Tehsil Khuzaar to improve governance, strengthen public service delivery, enhance disaster response, accelerate socio-economic development and provide greater administrative convenience for the people of Garam Chashma, Karimabad and Arkari.
