CHITRAL: A meeting of the Prime Minister’s Inspection Commission on Thursday resulted in a series of decisions aimed at speeding up major road and development projects across Chitral.
After the meeting via video link, PML-N Chitral Lower and Upper leaders announced with fresh timelines for work on the Ayun-Kalash valleys road, Garam Chashma and Chitral-Shandur roads.
The meeting was held via Zoom at the Deputy Commissioner’s Office in Lower Chitral and was chaired by Prime Minister’s Inspection Commission Chairman Brigadier (retd) Muzaffar Ali Ranjha.
Prime Minister’s Coordinator for Chitral Abdul Wali Khan, senior PML-N leader Shahzada Iftikharuddin, local PML-N leaders, Upper Chitral PML-N President Syed Ahmad Shah, Lotkuh/Karimabad representative Shakoor Muhammad and officials from several government departments attended the session.
The meeting reviewed the progress of ongoing road schemes and other development projects and set out a number of measures to address delays and move work forward.
Speaking to after the meeting, Abdul Wali Khan thanked Prime Minister Shehbaz Sharif, Brigadier (retd) Ranjha, members of the inspection commission and National Highway Authority officials. He described the meeting as productive and said clear instructions had been issued for the immediate implementation of several decisions.
On the Ayun-Bumburate Road, Khan said asphalt work up to the forest post is scheduled to be completed by August 15. Cutting, leveling and other preliminary works up to Dubash Bridge are expected to be finished by the end of September. Machinery will then be moved to Bumburet to begin the next phase of construction.
Once work in Bumburet is completed, the machinery will be divided between Rumbur and Birir valleys so that construction can proceed simultaneously in all three Kalash valleys.
Khan called the plan a significant development for communities in the area and expressed hope that the road would be completed before the Chilim Kush festival in May next year.
The Garam Chashma Road was another key focus of the meeting. Khan said Shahzada Iftikharuddin raised the concerns of local residents and stressed the importance of improving the route. As an immediate measure, the meeting decided to lay asphalt up to Parabeg under the existing maintenance programme, providing relief on the road’s most damaged sections.
Khan said the commission chairman also confirmed that NESPAK had completed the detailed engineering design for the Garam Chashma-Dorah Pass road. The design is expected to be submitted to Prime Minister Shehbaz Sharif for approval within the next month.
Once approved, the project will move through the required forums, including the Departmental Development Working Party, before being incorporated into the Public Sector Development Programme for funding.
Khan stressed that the current asphalt work should not be confused with the permanent project. The maintenance work is intended to provide immediate relief, while the proposed highway to Dorah Pass will be a separate, large-scale project requiring billions of rupees.
The Chitral-Shandur Road also came under review. Officials decided to deploy machinery at different locations by Sunday to accelerate the remaining work. Plans were also approved for three key bridges to be built as modern steel structures to improve traffic movement and connectivity.
The meeting also examined the continuing erosion problem at Reshun, where the river poses a threat to the road. NHA and irrigation officials agreed to work together on a solution, including the construction of protective walls to shield the road from future flood damage.
Moreover, Yarkhun, Buzund and Mulkhow roads were also discussed, along with other development schemes.
Representatives from different areas highlighted local problems and sought faster action from the relevant departments.
Brigadier Ranjha said the Prime Minister’s Inspection Commission was closely monitoring major road projects in Chitral on the prime minister’s instructions. He said unnecessary delays would not be tolerated and directed the concerned departments to meet the agreed deadlines.

معزز حضرات!
آج لفظوں کی عدالت میں کوئی ذاتی مقدمہ زیرِ سماعت نہیں، بلکہ عوامی اعتماد بمقابلہ سیاسی وعدوں کی سماعت ہو رہی ہے۔ مدعی چترال کے عوام ہیں، گواہ ٹوٹی ہوئی سڑکیں ہیں، ثبوت گرد میں اٹے ہوئے راستے ہیں، اور ملزمان وہ وعدے ہیں جن کی تاریخیں تو بارہا آئیں، مگر تکمیل کبھی نہ ہوئی۔
آپ کی حالیہ پریس کانفرنسیں سن کر ایک لمحے کے لیے یوں محسوس ہوا جیسے مقدمہ اپنے منطقی انجام کو پہنچ چکا ہو۔ لہجہ ایسا پُراعتماد تھا گویا وزیراعظم ہاؤس سے چترال کی تمام سڑکوں کو مقررہ وقت میں مکمل کرنے کا حکم جاری ہو چکا ہو۔ مگر چند لمحوں بعد معلوم ہوا کہ عدالت میں صرف ابتدائی دلائل دیے گئے تھے۔ نہ فیصلہ آیا، نہ حکمِ امتناعی ختم ہوا، نہ منصوبے پایۂ تکمیل کو پہنچے۔ صرف الفاظ کی سماعت ہوئی، عمل کی نہیں۔
ہم بھی عجیب قوم ہیں۔ یہاں اگر کوئی صاحب پورے یقین سے کہہ دیں کہ “کام زور و شور سے جاری ہے” تو ہم چند لمحوں کے لیے یقین بھی کر لیتے ہیں، حالانکہ ہمیں اچھی طرح معلوم ہے کہ ہمارے ہاں “زور و شور سے” ایک ایسی اصطلاح بن چکی ہے جس کی نہ کوئی متعین مدت ہوتی ہے اور نہ ہی اس کے نتیجے کی کوئی ضمانت۔
ریٹائرڈ بریگیڈیئر صاحب بھی اپنی جگہ قابلِ تحسین ہیں۔ ریٹائرمنٹ کے بعد ہر شخص کوئی نہ کوئی مشغلہ اختیار کرتا ہے۔ کوئی باغبانی کرتا ہے، کوئی گالف کھیلتا ہے، کوئی پرانی یادیں تازہ کرتا ہے، اور کچھ صاحبان عوام کو نئی تاریخیں، تازہ یقین دہانیاں اور امید کے نئے مسودے تقسیم کرتے رہتے ہیں۔ شاید اسی کو سیاسی مصروفیت کہتے ہیں۔
چند ماہ پہلے یہی معزز رہنما چترال بونی روڈ کے کنارے کھڑے تھے۔ پس منظر میں پہاڑ تھے، سامنے کیمرہ تھا، چہروں پر اعتماد تھا اور الفاظ میں وہی شیرینی تھی جو ہر انتخابی موسم میں وعدوں کے درخت پر لگتی ہے۔
فرمایا گیا: “روڈ ہر حال میں بنے گی، کیونکہ بریگیڈیئر صاحب نے اس کا نوٹس لے لیا ہے۔” عرض کیا گیا:
“کب؟” ارشاد ہوا: “بس سمجھیں بن گئی۔” مگر حضور! عدالتیں “سمجھ لینے” پر فیصلے نہیں دیتیں، ثبوت مانگتی ہیں۔ اور عوام بھی اب تصویروں کے بجائے پکی سڑکیں دیکھنا چاہتے ہیں۔
سوال یہ ہے کہ چترال بونی روڈ کی وہ ڈیڈ لائن آخر کس الماری میں بند ہے؟ کیا وہ کسی فائل کے نیچے دب چکی ہے؟ کیا وہ کسی افسر کے دستخط کی منتظر ہے؟ یا پھر وہ بھی ان وعدوں کے قبرستان میں دفن ہو چکی ہے، جہاں ہر انتخاب کے بعد بے شمار دعوے آسودۂ خاک ہو جاتے ہیں؟
اب ایون، بمبوریت روڈ کی باری ہے۔ پھر وہی دعوے…وہی یقین…وہی امید…اور وہی تالیاں۔ گویا ترقی کا ایک مستقل فارمولہ ترتیب پا چکا ہے: پہلے اعلان کیجیے، پھر تصویر کھنچوائیے، اس کے بعد فیس بک پر مبارک بادیں وصول کیجیے، اور آخر میں چند مخصوص قلم اور چند مخصوص اکاؤنٹس سے یہ فیصلہ بھی لکھوا دیجیے کہ: “تاریخ رقم ہو گئی۔”
مگر تاریخ فیس بک کے کمنٹ باکس میں نہیں لکھی جاتی، تاریخ زمین پر بنتی ہے۔ اصل مسئلہ یہ نہیں کہ سڑک ابھی تک مکمل نہیں ہوئی۔ اصل مسئلہ یہ ہے کہ کچھ مقامی سیاست دانوں نے سیاست کو خدمت نہیں بلکہ تشہیر کا منصوبہ بنا لیا ہے۔ کام کم…کیمرا زیادہ…ترقی کم…پوسٹر زیادہ…نتائج کم…تعریفیں زیادہ…اور حقیقت؟ وہ آج بھی گرد آلود سڑکوں پر اپنے جوتے جھاڑتی پھر رہی ہے۔
چند فیس بکی مجاہدین کو متحرک کیجیے، چند پوسٹیں لگوائیے، چند تبصرے لکھوائیے، اور ایسا ماحول بنا دیجیے جیسے چترال میں ترقی کی بہار آ چکی ہو۔لیکن ایک خاموش حقیقت ہر اشتہار کا تعاقب کرتی ہے۔ فیس بک پر بننے والی سڑکوں پر نہ ایمبولینس چلتی ہے، نہ اسکول وین، نہ سیاحوں کی گاڑیاں، نہ کسانوں کی امیدیں۔ وہاں صرف لائکس آتے ہیں۔ اور لائکس سے نہ پہاڑ کٹتے ہیں، نہ پل بنتے ہیں، نہ راستے ہموار ہوتے ہیں۔
چترال کے عوام اب وعدوں کے ماہر گواہ بن چکے ہیں۔ ہر نئے وعدے پر مسکرانا بھی جانتے ہیں اور ہر پرانے وعدے کی تاریخ بھی یاد رکھتے ہیں۔ کیونکہ یہاں وعدے مرتے نہیں، صرف نئی تاریخ لے کر دوبارہ زندہ ہو جاتے ہیں۔ آخر میں لفظوں کی اس عدالت سے صرف اتنی گزارش ہے کہ معزز رہنما حضرات کبھی فیس بک کے تبصروں سے نکل کر ان راستوں پر بھی چلیں جن کے نام پر سیاست کی جا رہی ہے۔ وہاں شاید کوئی سرخ قالین نہ بچھا ہو۔ کوئی نعرہ نہ لگے۔ کوئی تصویری سیشن نہ ہو۔
لیکن اگر واقعی ایک سڑک مکمل ہو گئی، تو کسی مسافر کی زبان سے نکلنے والا صرف ایک جملہ آپ کے تمام بیانات، تمام پریس کانفرنسوں اور تمام اشتہارات پر بھاری ہوگا: “شکریہ… اس بار وعدہ نہیں، راستہ ملا ہے۔” اور یہی وہ فیصلہ ہوگا جسے عوام کی عدالت میں کبھی کالعدم قرار نہیں دیا جا سکتا۔
