JI’s Maghfirat Shah elected district nazim Chitral

ISLAMABAD/CHITRAL, Aug 30: Maghfirat Shah of Jamaat-e-Islami (JI) was on Sunday elected as the district nazim of Chitral, according to unofficial results.
He bagged 23 votes against 15 of Maulana Abdur Rehman of the JUI-F in the 38-member house.
Maulana Abdul Shakoor won the election for the post of district naib nazim by bagging 22 votes. PTI’s Abdul Latif scored 15 votes.
Similarly, JUI’s Maulana Ilyas with 16 votes was elected as the tehsil nazim and JI’s Hidayatullah Khan (15 votes) as the naib tehsil nazim of Chitral.

Meanwhile, Maulana Yousuf of the JUI was elected as the nazim of Tehsil Mastuj. He won 10 votes against Sardar Hakim of the PTI (six). Fkhruddin of the JUI was elected as the naib tehsil nazim with nine votes against Mohsin Hayat of the APML (seven) votes.
Earlier, the election for the district nazim could not proceed after a protest sit-in and sloganeering by some members of the District Council outside the council hall here on Sunday. Later, police reached the spot and took the protesting councillors into custody after which they ended tehir protest.
A crucial contest was expected between Haji Maghfirat Shah of Jamaat-e-Islami and Maulana Abdur Rehman, a former MPA, belonging to the JUI.
Earlier, members of the District Council and the electoral college arrived to cast their votes. A huge crowd of workers from different political parties also gathered outside the building. However, some coucillors belonging to the JUI along with those from the APML, PPP and the PTI staged a sit-in outside the building and started chanting slogans. They said Maghfirat Shah had made eight members of the JUI hostage at the Governor Cottage at the behest of Deputy Commissioner Chitral Aminul Haq. They said the JUI members were not allowed to meet their party leaders and their mobile phones had also been snatched from them.
A political activist present outside the council hall told ChitralToday that Maghfirat Shah along with his supporters and the JUI members had still not appeared on the scene. The protesting members demanded that the DC should be transfererd for openly backing the JI and all the members should be provided a free environmnet to vote for the district nazim of their choice. They said that in such a situation they would not allow or accept the outcome of the election for the top district slot.
When contacted, the deputy commissioner told ChitralToday that he had nothing to do with the election of the district nazim and the allegations against him about backing the JI were baseless. He said the JI members cannot use the Governor Cottage rather provincial minister for local government belonging to the JI had booked a rest house of the TMA which was being used by the JI members.
He said that the protesting members wanted to delay the election for the nazim’s post as they knew that their candidate would lose the race.
It may be noted taht there were allegations that the JI Chitral kept eight district council members belonging to the JUI hostage at Governor Cottage in order to stop them from voting in favour of Maulana Abdur Rehman. Reports said the directives of the JUI chief Maulana Fazlur Rehman to the members of his party to vote for Maulana Rehman could not reach the eight councillors.
It may be noted that both the JI and the JUI participated in the LG elections as an ally but after the polls differed on the nomination of the district nazim. The JI says that under the agreement its district Amir Maghfirate Shah was the rightful contender for the slot.

چترال(بشیر حسین آزاد) ضلعی حکومت کے انتخابات میں جماعت اسلامی کے مغفرت شاہ ضلع ناظم اور جمعیت العمائے اسلام (ف) کے مولانا عبدالشکورضلع نائب ناظم منتخب ہوگئے۔اس طرح تحصیل چترال میں بھی دینی جماعتوں کے اتحاد نے کامیابی حاصل کی۔
جمعیت العمائے اسلام(ف) کے مولانا الیاس تحصیل ناظم چترال اور اسی جماعت کے مولانا محمد یوسف تحصیل ناظم مستوج منتخب ہوگئے۔تحصیل نائب نظامت کے لئے تحصیل چترال میں جماعت اسلامی کے خان حیات اللہ خان اور تحصیل مستوج میں جمعیتہ العمائے اسلام(ف) کے فخرالدین کو کامیابی ملی۔تفصیلات کے مطابق دینی جماعتوں کا اتحاد اپریل 2015میں وجود میں آیا تھا جس میں ایک معاہدے کے تحت جماعت اسلامی اور جمعیت العلمائے اسلام (ف) کی طرف سے16حلقوں میں سیٹ ایڈجسمنٹ ہوئی تھی۔
دونوں جماعتوں نے اپنے اپنے جھنڈوں کے ساتھ اپنی جماعتوں کے انتخابی نشان پرووٹ لیتے ہوئے 12حلقوں میں کامیابی حاصل کی۔ایک حلقے سے آزاد امیدوار نے جماعت اسلامی کی حمایت کی۔دوسرے حلقے سے جمعیت علمائے اسلام کی حمایتی آزاد امیدوار نے جمعیت العمائے اسلام کی حمایت کی۔مخصوص نشستوں پر کامیاب اُمیدواروں کو ملاکر دینی جماعتوں کے اتحاد کو اکثریت حاصل ہوگئی۔انتخابی نتائج کے مطابق ضلعی نظامت میں حاجی مغفرت شاہ اور نائب ضلعی نظامت میں مولانا عبدالشکور نے22،22ووٹ لئے۔ان کے مقابلے میں مولانا عبدالرحمن اور عبداللطیف کو15،15ووٹ ملے۔تحصیل نظامت چترال اور جماعت اسلامی کے حیات اللہ خان کو 16،16ووٹ ملے جبکہ ان کے مقابلے میں تحصیل نظامت کے لئے پی ٹی آئی کے حاجی سلطان اورنائب تحصیل نظامت کے لئے خوش محمدکو 6,6ووٹ ملے۔تحصیل مستوج میں جمعیتہ العمائے اسلام (ف) کے مولانا محمد یوسف کو10ووٹوں سے کامیابی ملی۔ان کے مقابلے میں پی ٹی آئی کے سردارحکیم نے7ووٹ لئے۔تحصیل نائب نظامت کے ووٹ میں جمعیت العلمائے اسلام (ف) کے فخرالدین کو9ووٹوں سے کامیابی ملی ان کے مقابلے میں آل پاکستان مسلم لیگ کے محسن حیات شاداب نے7ووٹ لے لئے۔
اس سے پہلے پاکستان تحریک انصاف،آل پاکستان مسلم لیگ ،پاکستان پیپلز پارٹی اور جمعیتہ العمائے اسلام(ف) کے ایک گروپ نے ریٹرنگ افیسر ڈی سی چترال کے خلاف احتجاجی جلسہ کرکے دھرنا دیا۔دھرنے کے شرکاء سے خطاب کرتے ہوئے شہزادہ افتخار الدین ایم این اے،سلیم خان ایم پی اے ،مولانا عبدالرحمن،رحمت غازی خان اور قاری جمال عبدالناصر نے ڈی سی چترال امین الحق کی فوری تبدیلی کا مطالبہ کیا۔انتخابات میں آل پاکستان مسلم لیگ کے منتخب ناظم شہزادہ خالد پرویز نیب کی حیراست میں ہونے کی وجہ سے ووٹ نہ ڈال سکے۔
ضلع نظامت کی انتحابات کے موقع پر دو گروپوں میں لڑائی۔ ہاتھا پائی اور مکے بھی برسائے گئے۔

چترال (گل حماد فاروقی) چترال میں ضلع ناظم کے انتحاب کے موقع پر دو مذہبی جماعت میں شدید احتلاف پیدا ہوا۔ ایک گروپ کے لوگوں نے جمعیت علمائے اسلام کے سابق جنرل سیکرٹری دروش قاری فضل حق پر بھی حملہ کیا۔
تفصیلات کے مطابق چترال میں ضلع نظامت کیلئے جمیعت علمائے اسلام اور جماعت اسلامی میں اتحاد ہوا تھا تاہم یہ اتحاد اس وقت ٹوٹ گیا جب دونوں جماعتوں کے نامزد امیدواران ضلعی نظامت کی نشست کیلئے ڈٹ گئے۔
اتوار کے روز ٹاؤن ہال چترال میں ضلع ناظم کی انتحاب اور ان کی حلف برداری کیلئے جب نو منتحب آنے لگے تو پاکستان پیپلز پارٹی، پاکستان تحریک انصاف، آل پاکستان مسلم لیگ اور جمیعت علمائے اسلام کے کارکنوں نے احتجاج کیا کہ ضلع ناظم کیلئے سابق ایم پی اے عبدالرحمان کا نام نامزد ہوا ہے جبکہ جماعت اسلامی کے کارکنوں کی موقف تھی کہ ضلع ناظم مغفرت شاہ بنے گا جو سابقہ ضلع ناظم بھی رہ چکے ہیں۔
اسی دوران قاری فضل حق ایک نوٹیفیکیشن پارٹی عہدیدارن کو دینے لگا قاری فصل حق کا کہنا ہے کہ مجھ پر محالف گروپ کے لوگوں نے حملہ کیا مجھے زود کوب کیا اور قتل کرنے کی بھی کوشش کی مگر وہاں موجود لوگوں نے مجھے بچایا۔ ان کا کہنا ہے کہ میں نے تھانہ چترال میں رپورٹ درج کرانے کیلئے درخواست بھی دی ہے مگر ان لوگوں کو ضلعی انتظامیہ کی پشت پناہی حاصل ہے ابھی تک نہ ان کو لوگوں کے گرفتار کیا گیا نہ اس پر FIR کاٹا گیا۔
چترال میں پاکستان پیپلز پارٹی کے ضلعی صدر اور رکن صوبائی اسمبلی سلیم خان کا کہنا ہے کہ ہم شرو ع دن سے کہتے آرہے ہیں کہ یہ انتحابات شفاف نہیں ہوئے۔ بعد میں ایک احتجاجی جلسہ بھی منعقد ہوا جس میں رکن قومی اسمبلی شہزادہ افتحارالدین، قاضی نسیم، مولوی عبد الرحمان، پی ٹی آئی کے رحمت غازی، قاری جمال عبد الناصر، رکن صوبائی اسمبلی سلیم خان، مولوی ہدا یت اللہ، قاری فضل حق اور دیگر نے اظہار حیال کرتے ہوئے ڈپٹی کمشنر چترال ، حاجی مغفرت شاہ ، صوبائی وزیر عنایت للہ پر الزام لگایا کہ انہوں نے ترقیاتی فنڈ کو انتحابا ت میں اپنے مقاصد کیلئے خرچ کیا اور پچھلے تین دنوں سے مغفرت شاہ جو جماعت اسلامی چترال کے امیر بھی ہے انہوں نے کئی نو منتحب ناظمین ، اراکین کو گورنر کاٹیج میں غیر قانونی طور پر یرغمال بنایا ہے تاکہ انکو ضلعی نظامت کے انتحابات کے موقع پر اپنے حق میں استعمال کرے۔
انہوں نے الیکشن کمیشن اور صوبائی حکومت سے مطالبہ کیا کہ چترال میں ضلع نظامت کی انتحاب کو ملتوی کیا جائے کیونکہ یہاں حالات ٹھیک نہیں ہے اور کسی بھی وقت کچھ ہوسکتا ہے۔
