Islamabad, May 17, 2026: In a bureaucratic reshuffle, the KP government has appointed Basharat Ahmed, a BS-19 officer of the Pakistan Administrative Service (PAS), as Deputy Commissioner Lower Dir.

According to an official notification, Ahmed was serving as Director Land Records at the Board of Revenue, Khyber Pakhtunkhwa, before being assigned to the coveted field posting.

Within official circles, he is regarded as a seasoned administrator with a firm grasp of field governance, institutional coordination and bureaucratic management.

Over the course of his career, he has held several important assignments during his tenure in the Provincial Management Service (PMS) and later in the Pakistan Administrative Service, earning a reputation for administrative efficiency and procedural command.

Originally a PMS officer, he was inducted into the PAS in late 2023 on the recommendation of the Federal Public Service Commission (FPSC) after qualifying through the highly competitive induction process conducted under the federal government’s quota-based mechanism for PMS officers, a route often viewed within the bureaucracy as both demanding and fiercely contested.

Under the existing framework, PMS officers may enter the premier federal cadre only after meeting stringent eligibility conditions supervised by the FPSC.

Officers are required to complete a prescribed tenure in BS-19, secure a minimum performance evaluation score of 75 per cent, and maintain at least three “very good” performance evaluation reports (PERs) without any “average” grading during the preceding five years.

The induction process further includes a competitive examination comprising an 80 per cent written component and a 20 per cent interview.

Candidates must secure at least 40 per cent marks in each paper and 50 per cent overall to qualify.

Following his induction into the federal cadre, Ahmad served as deputy secretary in the Communications Division in Islamabad before being posted back to Khyber Pakhtunkhwa in his latest assignment.

Officials familiar with the development said the posting is being viewed within bureaucratic circles as part of a wider round of administrative adjustments in the province, with experienced officers increasingly being assigned to districts considered politically and administratively sensitive.
