VC Chairman Calls for Repatriation of Non-Local Teachers

Chitral, Jan 28, 2026: Public concern is mounting in Lower Chitral over growing administrative and educational irregularities following the bifurcation of Chitral into Upper and Lower districts, particularly the continued posting of a large number of teachers belonging to Upper Chitral in Lower Chitral schools.

Village Council Singoor Chairman Aminur Rehman Shahmeer has termed the silence of elected representatives and the district administration on the issue “meaningful” and called for immediate intervention to safeguard the rights of local youth.

In a statement issued to the media, Shahmeer said that Upper and Lower Chitral are now two separate administrative and legal entities. While acknowledging historic and social ties between the two districts, he said that administratively it is unjustifiable for employees of one district to occupy sanctioned posts of another.

“Allowing teachers from Upper Chitral to continue serving against posts meant for Lower Chitral is tantamount to depriving educated local youth of their rightful opportunities,” he said.

The Village Council chairman urged MPA Fatehul Mulk Ali Nasir and Deputy Speaker Khyber Pakhtunkhwa Suriya Bibi to take immediate notice of the sensitive issue. He said that under the bifurcation rules, teachers must be posted in their respective districts, only local domicile holders should be appointed against the quota of Lower Chitral, and the administration must end its silence by presenting a clear and transparent policy.

Shahmeer warned that widespread resentment is being expressed on social media and in public circles over the issue. Failure to reach a timely, legal, and just resolution could turn the prevailing unrest into a large-scale public protest, he cautioned, adding that responsibility would lie with the concerned authorities.

He expressed hope that elected representatives would rise above political considerations and ensure the constitutional and legal rights of the people of Lower Chitral are fully protected.
