In contrast, areas like Gilgit-Baltistan have seen more progress, largely due to the heightened awareness of rights and responsibilities among their residents. The people in these regions understand that they are the primary stakeholders in public projects. If they do not advocate for quality and accountability, the funds allocated for development will be squandered, leading to significant losses for the community.

To foster this engagement, communities should establish special committees dedicated to monitoring public projects.
