Legal action against suspected thief also urged

DROSH: Though a man has been arrested for hanging a teenage boy upside down and beating him on suspicion of theft in Shishi Koh valley, no action has been taken so far against the suspected thief.

Retired Subedar Amir Fayaz was put behind bars on Feb 8, 2021, after a video clip showing him hanging the boy upside down from a tree and beating him in front of scores of people went viral on social media.

But there has been no action against the boy who the locals say is habitual of stealing whatever comes in his way. The police lost no time to arrest Fayaz when his illegal act was exposed through the social media but it turned the teenage boy into a victim irrespective of his alleged involvement in criminal activities at the tender age of about 14, say the locals.     

When contacted, Station House Officer (SHO) Drosh Abdul Krim Shah told ChitralTody on phone that the suspected thief was a juvenile and there was no formal complaint lodged against him by anyone to register an FIR.

However, in the FIR registered against Amir Fayaz on the complaint of the boy, Habibur Rehman, son of Rehmat Karim of Shahi Noor village of Shishi Koh, the allegation of theft against the boy has been mentioned, he added.

Local people told ChitralToday that there had been complains that the boy was involved in stealing different items from houses. He was also caught along with a stolen bag of what flour a day earlier and a video of it is also circulating on social media after the arrest of Fayaz.

But after the video showing Fayaz torturing the boy went viral, nobody is speaking about the allegations levelled against the boy, said the locals. They said taking undue advantage of his tender age, the boy used o barge into different houses and stole household items and despite being warned did not stop his activities. 

Early on Feb 7, he was caught while stealing a bag of wheat flour from a watermill and its video was also uploaded on social media. Later, the same day he was caught by people in Huzur Bekan Deh village while stealing something else. 

The locals said that after beating him, Mr Fayaz had handed over the boy to police officials deployed at Shishi bridge who shifted him to the Drosh police station but no further legal action was initiated.

The locals were of the opinion that though torturing the suspected thief was illegal and Fayaz was arrested for it in accordance with the law, action should also be taken against the boy otherwise he would become emboldened and continue his criminal activities.

    Both the boy and the man torturing him should be treated for mental illness. They both seem frustrated and sick of this society.
