AKRSP survey deprived poor of their rights: minister

CHITRAL, May 28: Minister for Population Welfare Saleem Khan here on Monday came hard on the the faulty survey conducted for the Benazir Income Support Programme (BISP) which deprived the poor and the destitute of their right to financial assistance and listed hundreds of undeserving families having right connections to be the beneficiaries. Speaking at a function under the aegis of BISP in connection with the distribution of cheques of Waseela-e-Haq among the beneficiaries, he said the programme was envisioned by Benazir Bhutto. He said the support programme was globally recognized as the best and transparent tool to fight poverty but the faulty survey conducted by the Aga Khan Rural Support Programme (AKRSP0 spoiled the whole plan in Chitral. “Wherever I go, people’s complaints against the survey and their exclusion from the list are heaped and this has increased the heart-burning among the poor and all this embarrasses me which is beyond description for me,” the minister said. He urged cancellation of the present list of beneficiaries and conduct survey afresh so that the deserved and poor women could be enlisted in the list. Mr. Khan claimed that as long as the PPP is in power the poor will be benefited of such programmes. On this occasion, he enumerated the development projects launched in Chitral during the present government. The minister reiterated that it is only he who brings development projects to the area not the district coordination officer as propagated by certain people. Earlier, the divisional director of BISP Fazle Subhan and assistant director Didar Ahmed said more than 12,000 beneficiaries were deriving livelihood from the programme. They enumerated the various components of the programme which included Waseela-e-Haq, Waseela-e-Sehat, Waseela-e-Taleem and others. They said to ensure the transparency of delivery of the money to the beneficiaries, Benazir Income Credit Cards are being introduced so that they could be able to get their stipends through the bank ATMs instead of post offices.
