ISLAMABAD: The University of Chitral Academic Association on Monday called for an independent probe into alleged financial and administrative irregularities, including a disputed Rs15.9 million contractor payment, controversial appointments and promotions, and concerns over construction quality under a federal development project.
Speaking to ChitralToday, association representatives and Dr Fahad Jan, an assistant professor of economics and former director of finance who recently stepped down in protest against alleged corruption at the university, outlined the allegations.
The association called for a high-powered inquiry involving independent technical experts and forensic auditors to investigate the matter thoroughly.
At the centre of the dispute is the Public Sector Development Programme (PSDP) project titled “Establishment of University of Chitral (EUOCH)” under which an academic block and student hostel are being constructed.
The Faculty Association demanded an independent technical audit of the project, alleging that some construction work at the main campus did not meet required engineering standards. It also called for provincial and federal experts to assess the structures, materials and workmanship.
Dr Jan said the quality of construction required independent scrutiny because Chitral lies in an earthquake-prone region.
“The infrastructure being built today will define the safety and future of Chitral’s youth for decades,” he said, calling for an assessment of the work completed so far, including structural quality and material strength.
The association also questioned the dual assignment of Dr Irshad Khattak, an assistant professor of management sciences, as registrar and director planning and development (P&D), asking why other professors were not considered for the posts.
Faculty representatives contended that the arrangement had concentrated significant administrative and financial authority in one official and called for an independent examination of the appointments and the exercise of these powers.
The complainants also referred to an audit observation concerning an alleged Rs15.9 million over-payment to a contractor during Dr Khattak’s initial tenure as project director.
They alleged that, instead of initiating proceedings under the Efficiency and Discipline (E&D) rules or referring the matter to the relevant oversight bodies, the university administration described the discrepancy as a “typographical error”.
The association demanded an independent review of both the alleged payment and the manner in which the audit observation was dealt with. The faculty also raised questions over the construction of the campus mosque.
According to the academics, an approved central mosque envisaged under the EUOCH master plan was replaced with a smaller facility, which they allege was financed by an individual donor in Turkey.
They further alleged that the donor funds did not pass through the university’s official bank accounts with payments instead made directly between donor representatives and suppliers under the supervision of Dr Khattak and Dr Nadeem Hassan.
The association called for the financial arrangements to be examined in light of public financial management and university treasury rules.
Another issue concerns an alleged proposal to grant out-of-turn “double promotions” to Dr Irshad Khattak of Management Sciences and Dr Sanaullah of Sociology.
Faculty members alleged that the two assistant professors, considered close to the vice chancellor, were being promoted directly to professor, bypassing the associate professor rank.
They termed the move a violation of HEC benchmarks, noting that the Sociology Department’s student-teacher ratio is far below the level required to justify the proposed promotion.
The dispute intensified after a syndicate meeting convened by VC Hazir Ullah on August 29, at which the administration sought approval for an internal fact-finding committee to examine the financial and administrative complaints.
Dr Jan and the Faculty Association rejected the proposed mechanism, arguing that the vice chancellor had selected the internal members while retaining the authority to nominate external members.
“How can an executive who is a party in the case pick the judges to investigate his own administration,” Dr Jan said.
The faculty has demanded that officials named in its complaints – Dr Khattak, Dr Sanaullah and Dr Mujahid, who has been assigned additional charge of director finance – neither represent the university in the matter nor serve on any inquiry panel.
When contacted by ChitralToday, VC Hazirullah rejected the allegations, describing claims of financial impropriety, favouritism and substandard civil works as “baseless and fabricated”. He said the campaign was being driven by “vested interests” opposed to his administrative measures and efforts to develop the University of Chitral into a leading institution.
The VC also denied any plan for out-of-turn or illegal promotions, saying all administrative decisions were being taken in accordance with statutory rules.
He identified Dr Jan as the principal figure behind the allegations and said the academic had already approached the provincial ombudsman. He added that he would respond before the competent statutory authorities if an official inquiry were ordered.
Dr Jan, however, stood by his allegations and said he was prepared to produce documentary evidence before the ombudsman, federal investigative agencies and courts.
The Faculty Association said it had approached the KP chancellor and federal bodies, including the HEC, Ministry of Planning and NAB, seeking intervention.
It demanded an independent inquiry, supported by technical experts and forensic auditors, to examine the EUOCH construction site and scrutinise the relevant university and project accounts.
The association also called for the withdrawal of additional administrative charges held by officials named in the complaints, arguing that this would prevent possible interference with evidence or proceedings.
It further demanded that VC Hazirullah be placed on leave during the inquiry, citing concerns over administrative pressure and possible obstruction of proceedings.

اب گیند مکمل طور پر وائس چانسلر صاحب کے کورٹ میں ہے۔ اصل امتحان اب یہ نہیں کہ ان کے خلاف کون بول رہا ہے؛ اصل امتحان یہ ہے کہ وہ اپنی صفوں میں بیٹھے ان لوگوں کے ساتھ کیا کرتے ہیں جو مبینہ طور پر ان کے لیے خود مسائل پیدا کر رہے ہیں۔ کیا وہ ایسے لوگوں کو تحفظ دیں گے یا انہیں دروازہ دکھائیں گے؟
کیونکہ اگر کوئی شخص آپ کی اپنی انتظامیہ میں بیٹھ کر آپ کی ساکھ کے لیے مسئلہ بن رہا ہے تو پھر سوال یہ نہیں ہونا چاہیے کہ باہر کے لوگ آپ پر تنقید کیوں کر رہے ہیں۔ سوال یہ ہونا چاہیے کہ اندر بیٹھے لوگوں کو آخر کس نے اتنی آزادی دے رکھی ہے؟
اور ذرا ترقیوں کا تماشا دیکھیے۔ ایک اسسٹنٹ پروفیسر کو ایسوسی ایٹ پروفیسر کو بائی پاس کرتے ہوئے ترقی کے لیے زیرِ غور لایا جائے۔ آخر یہ کون سا نیا انتظامی فلسفہ ہے؟ کیا یونیورسٹی کے قواعد اب صرف ان لوگوں کے لیے ہیں جو انہیں ماننے کی غلطی کرتے ہیں؟ یہ محض قواعد کی خلاف ورزی نہیں؛ یہ انتظامی منطق کے منہ پر ایک زوردار طمانچہ ہے۔
اور پھر ایک ہی شخص کو رجسٹرار بھی بنا دیجیے اور ڈائریکٹر پلاننگ اینڈ ڈویلپمنٹ بھی۔ یعنی ایک آدمی، دو عہدے، دو اختیارات اور پھر توقع یہ کہ یونیورسٹی میں تنازع بھی پیدا نہ ہو! یونیورسٹی ہے یا ون مین شو؟ پھر سوال اٹھے تو حیرت ہوتی ہے کہ وائس چانسلر پر انگلیاں کیوں اٹھ رہی ہیں۔ جناب، انگلیاں آسمان کی طرف نہیں اٹھ رہیں۔ فیصلوں کی طرف اٹھ رہی ہیں۔
اب وقت آ گیا ہے کہ وائس چانسلر صاحب اپنی صفوں میں دیکھیں۔ جن دوہرے چارجز، غیر معمولی انتظامی بندوبست اور متنازع فیصلوں نے خود ان کے لیے مشکلات پیدا کی ہیں، انہیں درست کرنا ہوگا۔ ادارہ افراد کی سہولت کے لیے نہیں، اصولوں کے تحت چلتا ہے۔ میں تو وائس چانسلر صاحب سے صرف اتنا کہوں گا کہ اب سخت سے سخت ممکنہ کارروائی کے سوا آپ کے پاس کوئی راستہ نہیں بچا۔
جس شخص کے پاس دو دو عہدے ہیں، اس سے یہ اضافی بوجھ اٹھوائیے اور اسے باہر کیجیے۔ اور جو صاحب آپ کی خوشامد کے بل بوتے پر اسسٹنٹ پروفیسر سے پروفیسر بننے کے خواب دیکھ رہے ہیں، انہیں ایسا مثالی سبق دیجیے کہ آئندہ کوئی شخص ترقی کا خواب دیکھنے سے پہلے قواعد و ضوابط کی کتاب بھی کھول لیا کرے۔ تب جا کر شاید کام سیدھا ہو۔
اور ہاں، ٹھیکیدار کو مبینہ زائد ادائیگی کا معاملہ بھی کسی ’’ٹائپوگرافیکل ایرر‘‘ کے قبرستان میں دفن نہیں کیا جا سکتا۔ سرکاری رقم کوئی مسودہ نہیں کہ ایک ہندسہ غلط لکھا، پھر کہا ’’جناب، ٹائپنگ کی غلطی تھی‘‘ اور قصہ ختم۔ سوال یہ ہے کہ رقم کیوں بڑھی؟ کس نے منظوری دی؟ کس نے ادائیگی کی؟ ذمہ داری کس پر عائد ہوتی ہے؟ اور اگر واقعی غلطی ہوئی تو اسے درست کرنے کے لیے کیا کیا گیا؟
سرکاری خزانے کے معاملے میں ’’ٹائپو‘‘ کوئی دفاع نہیں۔ جو شخص اس معاملے کو ٹائپوگرافیکل ایرر کا نام دے کر وائس چانسلر صاحب کو تسلیاں دے رہا ہے، اسے بھی سمجھ لینا چاہیے کہ یونیورسٹی کا خزانہ کسی کی ذاتی ڈائری نہیں کہ غلطی ہوئی، کاٹ دی اور آگے بڑھ گئے۔ یہاں ہر ہندسے کا حساب دینا پڑتا ہے۔
مسجد والا معاملہ بھی فوری طور پر ایڈریس کیا جائے۔ اسے نظرانداز کرنا دانش مندی نہیں۔ اگر اس معاملے میں واقعی بے قاعدگی ہوئی ہے تو یہ معمولی انتظامی کوتاہی نہیں بلکہ انتہائی سنجیدہ معاملہ بن سکتا ہے، جس پر بروقت اور شفاف کارروائی ضروری ہے۔ کیونکہ اگر ادارے کے اندر اٹھنے والے سوالات کا جواب دفتر میں نہیں دیا جائے گا تو پھر جواب سڑک پر مانگا جائے گا۔ اور جب لوگ سڑکوں پر نکل آتے ہیں تو معاملہ صرف ایک وائس چانسلر کی انتظامی مشکلات تک محدود نہیں رہتا۔ پھر کرسی کے نیچے سے قالین بھی کھینچا جا سکتا ہے۔
مجھے یہ بھی سننے کو مل رہا ہے کہ مبینہ مالی بے ضابطگیوں کی خبریں سامنے آنے کے بعد لوگوں میں شدید غم و غصہ پایا جاتا ہے۔ یہ بھی اطلاعات گردش میں ہیں کہ مختلف سیاسی حلقے اس معاملے پر ایک نقطۂ نظر پر جمع ہونے کی کوشش کر رہے ہیں اور چترال کے لیے مقامی وائس چانسلر کے مطالبے پر اتفاقِ رائے پیدا ہو رہا ہے۔ ان اطلاعات کی آزادانہ تصدیق اپنی جگہ، لیکن اگر واقعی یہ کیفیت پیدا ہو رہی ہے تو اسے محض سیاسی شور سمجھ کر نظرانداز کرنا شاید سب سے بڑی سیاسی نادانی ہوگی۔
یہ تاثر بھی سامنے آ رہا ہے کہ باہر سے آنے والے وائس چانسلرز چترال یونیورسٹی کو وہ سمت نہیں دے سکے جس کی اس ادارے کو ضرورت تھی، اور موجودہ وائس چانسلر پر تو یہ تنقید مزید شدت سے ہو رہی ہے کہ ان کے دور میں تنازعات کم ہونے کے بجائے بڑھتے گئے۔ اب سوال یہ نہیں کہ شور کتنا ہے۔ سوال یہ ہے کہ وائس چانسلر اس شور کا جواب کیا دیتے ہیں۔
کرسی بچانے کا بہترین طریقہ کرسی سے چمٹے رہنا نہیں ہوتا۔ کرسی کو فیصلوں سے بچایا جاتا ہے۔ اس لیے وائس چانسلر صاحب کے پاس اب دو ہی راستے ہیں: یا تو وہ خود صفائی کا عمل شروع کریں، متنازع انتظامی فیصلوں کو درست کریں، دوہرے عہدوں کا خاتمہ کریں، ترقیوں کے معاملات کو قواعد کے مطابق کریں، مبینہ مالی معاملات کی شفاف تحقیقات کرائیں، مسجد والے معاملے کو سنجیدگی سے لیں اور ان عناصر سے فاصلہ اختیار کریں جو ان کی اپنی ساکھ کے لیے مسئلہ بن رہے ہیں۔
یا پھر خاموش رہیں اور یہ تاثر مضبوط ہونے دیں کہ مسئلہ باہر کے لوگوں کا نہیں، اندر کے انتظام کا ہے۔ اور اگر اب بھی کارروائی نہ ہوئی تو نقصان صرف چترال یونیورسٹی کا نہیں ہوگا۔ پھر وائس چانسلر کی اپنی انتظامی ساکھ بھی سوال بن جائے گی۔ ان کی پوری وائس چانسلرشپ کا مستقبل داؤ پر لگ سکتا ہے۔
تاریخ میں بعض کرسیاں آدمی کو نہیں بچاتیں؛ آدمی اپنے فیصلوں سے کرسی کو بچاتا ہے۔ اب وقت فیصلے کا ہے۔ اور فیصلہ وائس چانسلر صاحب نے کرنا ہے۔ کیونکہ اگر انہوں نے اب بھی فیصلہ نہ کیا، تو پھر فیصلہ شاید کوئی اور کرے۔

If a platform is being used to circulate misleading and defamatory content while suppressing opposing views, it raises legitimate concerns about whether the page is being used for propaganda rather than objective journalism.
The people of Chitral are educated, well-informed and capable of distinguishing facts from propaganda. They cannot be misled simply by repeatedly circulating allegations while deleting voices that challenge them. If the allegations are genuine, let them be established through evidence and competent authorities not through selective reporting, propaganda and the suppression of dissenting views.
deliberately using digital platforms to spread false, misleading or defamatory allegations with the intention of tarnishing the reputation of the Vice Chancellor should be dealt with firmly under the applicable cybercrime and other relevant laws. Such conduct, if established through proper investigation, should not be tolerated, and the responsible persons should be held accountable through the competent legal authorities.
مجھے اس نوجوان وائس چانسلر کے طرزِ عمل پر حیرت بھی ہوئی اور کوفت بھی۔ حیرت اس بات پر کہ جس شخص کے سامنے ایک پوری یونیورسٹی کو سنوارنے، اپنے آپ کو منوانے اور اپنے علمی و انتظامی قد کو بلند کرنے کا موقع تھا، اس نے جانے کیوں یہ سمجھ لیا کہ یونیورسٹی چلانے کے لیے علم سے زیادہ ڈنڈے کی ضرورت ہوتی ہے۔
یہ شاید ان کی پہلی وائس چانسلری تھی۔ نئی نئی کرسی، نئی نئی طاقت، اور شاید نئی نئی خوش فہمی بھی۔ آدمی اگر ایسی کرسی پر بیٹھ کر دو چار سال خاموشی سے کام کر لے، ادارے کو بہتر کرے، اساتذہ کو عزت دے، طلبہ کو سہارا دے، تحقیق کا ماحول بنائے اور پھر لوگ خود کہیں کہ “ہاں، یہ آدمی کام کرنا جانتا ہے”، تو اس کے لیے آگے جانے کے راستے کھلتے چلے جاتے ہیں۔
مگر یہاں شاید معاملہ کچھ اور نکلا۔یونیورسٹی ملی تو صاحب نے اسے علمی ادارہ سمجھنے کے بجائے شاید تھانہ سمجھ لیا۔اساتذہ کو ساتھی بنانے کے بجائے ماتحت سمجھا گیا، اختلاف کو علمی مکالمہ سمجھنے کے بجائے بغاوت سمجھا گیا، اور انتظامی اختیار کو شاید مطلق العنان اختیار کا مترادف سمجھ لیا گیا۔
جن لوگوں کے ہاتھ میں کتاب ہونی چاہیے تھی، ان کے سامنے حکم نامے لہرانا شروع ہوگئے۔ جنہیں دلیل سے قائل کرنا تھا، انہیں شاید اختیار سے خاموش کرانا آسان سمجھا گیا۔ یہاں ایک بنیادی غلط فہمی ہے۔وائس چانسلر دروغہ نہیں ہوتا۔
وائس چانسلر دراصل سب سے بڑا استاد ہوتا ہے۔ اس کا اصل ہتھیار حکم نہیں، کردار ہوتا ہے؛ اس کی اصل طاقت خوف نہیں، اعتماد ہوتا ہے؛ اور اس کی اصل کامیابی یہ نہیں کہ اس کے دفتر سے نکلتے ہوئے لوگ خاموش ہوں، بلکہ یہ ہے کہ اس کے جانے کے بعد بھی لوگ کہیں کہ “اس شخص نے ادارہ بہتر کر دیا۔”
مگر صاحب اگر تھانیداری کے مزاج کو ہی انتظام سمجھ بیٹھیں تو پھر یونیورسٹی میں بھی وہی ہوگا جو تھانے میں ہوتا ہے: ایک بولے گا، باقی سنیں گے؛ ایک حکم دے گا، باقی تعمیل کریں گے؛ اور جو سوال کرے گا، وہ شاید مشکوک قرار پائے گا۔
یہ طرزِ عمل کسی علمی ادارے کو مضبوط نہیں کرتا، اسے اندر سے کھوکھلا کرتا ہے۔پیسہ؟ پیسہ تو آتا جاتا رہتا ہے۔عہدہ؟
عہدہ بھی آج آپ کے پاس ہے، کل کسی اور کے پاس ہوگا۔کرسی؟ کرسی تو ایسی بے وفا چیز ہے کہ آدمی کے اٹھتے ہی دوسرے کو پہچاننے سے بھی انکار نہیں کرتی۔
اصل چیز عزت ہے۔پولٹری فارم والا بھی پیسہ کماتا ہے۔ رشوت خور پولیس والا بھی کبھی کبھی خاصا مال بنا لیتا ہے۔ مگر معاشرہ ہر مالدار آدمی کو معزز نہیں سمجھتا۔ دولت جیب بھرتی ہے، کردار نام بناتا ہے۔
استاد کی عظمت یہ ہے کہ وہ لوگوں کو اپنے سے بہتر بنا کر بھی خوش ہوتا ہے۔ آمر کی بدقسمتی یہ ہے کہ وہ اپنے اردگرد صرف ایسے لوگ چاہتا ہے جو اس سے اختلاف نہ کریں۔
ایک استاد ذہن کھولتا ہے؛ ایک تھانیدار راستہ بند کرتا ہے۔ایک استاد سوال پیدا کرتا ہے؛ ایک تھانیدار سوال کرنے والے سے پوچھتا ہے: “تم نے سوال کیوں کیا؟” یہی وہ باریک فرق ہے جسے شاید ہمارے نوجوان وائس چانسلر صاحب نے ابھی تک سمجھنے کی زحمت نہیں کی۔
کاش انہیں کوئی بتا دیتا کہ یونیورسٹی میں وردی نظر نہ بھی آئے تو تھانیداری کا مزاج فوراً پہچانا جاتا ہے۔اور سب سے افسوس ناک بات یہ ہے کہ یہ نقصان صرف ادارے کا نہیں، خود ان کے مستقبل کا بھی ہوسکتا ہے۔
نوجوان آدمی کے پاس وقت ہوتا ہے، توانائی ہوتی ہے، آگے بڑھنے کے بے شمار امکانات ہوتے ہیں۔ ایک اچھا وائس چانسلر اپنے ادارے کو اپنی سیڑھی نہیں بناتا؛ وہ ادارے کو اپنی پہچان بنا دیتا ہے۔
کاش وہ بھی یہی کرتے۔ کاش وہ کہتے: “میں یہاں حکم چلانے نہیں، کچھ بنانے آیا ہوں۔”کاش وہ دروغہ بننے کے بجائے معلم بنتے۔کیونکہ دروغہ کے جانے کے بعد تھانہ کسی دوسرے دروغے کے حوالے ہوجاتا ہے، مگر اچھے استاد کے جانے کے بعد بھی اس کے شاگرد اس کا نام زندہ رکھتے ہیں۔
اور یہی اصل کامیابی ہے۔باقی کرسی، اختیار، پروٹوکول اور پیسہ—سب وہ سامان ہے جو آدمی کے ساتھ دفتر سے باہر نہیں نکلتا۔آخر میں آدمی کے ساتھ صرف اس کا کردار جاتا ہے۔اور تاریخ میں بھی عہدے نہیں بچتے، آدمی کا برتاؤ بچتا ہے۔
My dear VC Hazir, let me say this openly and without any sugar coating: step down immediately. Go on leave and let the law of the land take its course. There really is no other sensible option left.
Things have become far too complicated. Enough serious issues have been raised. The association remains on continuous symbolic strike, yet you continue to listen to those who flatter you and tell you what you want to hear.
Those flatterers and the people giving you bad advice may claim to be protecting you, but they are actually pushing you closer to the exit. They are determined to send you home through their own misguided counsel.
This is the time to stop, reflect and do the right thing. Think carefully, my dear. Because if you wait much longer, it may be too late, and the choice may no longer be yours to make. Good luck, buddy!

مسجد کی تعمیر بھی سوالات سے مبرا نہیں۔ اگر منظور شدہ ماسٹر پلان میں مرکزی مسجد تھی اور بعد میں نسبتاً چھوٹی عمارت تعمیر ہوئی تو تبدیلی کی دستاویزی وجہ کیا ہے؟ اگر تعمیر ڈونر کے تعاون سے ہوئی تو رقم کہاں آئی، کس اکاؤنٹ سے گزری، خریداری اور ادائیگیاں کس طریقے سے ہوئیں؟ یہ سوال مسجد کے خلاف نہیں؛ مالی شفافیت کے حق میں ہیں۔ مقدس مقصد اپنی جگہ، آڈٹ کے اصول اپنی جگہ۔
پھر آتا ہے مبینہ ’’ڈبل پروموشن‘‘ کا معاملہ—یعنی دو اسسٹنٹ پروفیسرز کو ایسوسی ایٹ پروفیسر کے مرحلے سے گزارے بغیر براہ راست پروفیسر بنانے کی تجویز۔ اگر ایسا ہوا تو سوال صرف دو افراد کی ترقی کا نہیں، پورے نظامِ میرٹ کا ہے۔ اگر یہ HEC اور متعلقہ statutory rules کے مطابق ہے تو قواعد اور دستاویزات سامنے رکھ دیجیے۔ اگر ہر امیدوار کے لیے سیڑھی ہے تو کسی کے لیے لفٹ کیوں؟ میرٹ کا سب سے بڑا دشمن نااہلی نہیں، دوہرا معیار ہے۔
اس کے بعد fact-finding committee کا سوال آتا ہے۔ اطلاعات کے مطابق وائس چانسلر کی جانب سے داخلی کمیٹی بنانے کی کوشش ہوئی، جبکہ شکایت کنندگان نے اس کی غیر جانب داری پر اعتراض کیا۔ سوال بنیادی ہے: اگر شکایت انتظامیہ کے فیصلوں سے متعلق ہو تو کیا انتظامیہ ہی تفتیش کار بھی بن سکتی ہے؟ انصاف صرف ہونا نہیں چاہیے، ہوتا ہوا نظر بھی آنا چاہیے۔
وائس چانسلر نے تمام الزامات کو بے بنیاد اور من گھڑت قرار دیا ہے اور کہا ہے کہ مفاداتی عناصر ان کی اصلاحات کے مخالف ہیں۔ یہ مؤقف بھی پوری طرح ریکارڈ پر رہنا چاہیے۔ مگر ’’الزامات جھوٹے ہیں‘‘ اور ’’الزامات درست ہیں‘‘—دونوں دعوے بذاتِ خود ثبوت نہیں۔ ثبوت فائل، حساب اور آزاد تحقیقات سے آئے گا۔
تعمیراتی معیار کا معاملہ تو مزید حساس ہے، خصوصاً اگر چترال کے زلزلہ خیز ماحول کو پیش نظر رکھا جائے۔ اگر عمارت کے معیار پر سوال ہے تو آزاد structural audit ہونا چاہیے: concrete testing، design verification، specifications، measurement books اور ادائیگیوں کا actual work سے موازنہ۔ ناقص رنگ دوبارہ کیا جا سکتا ہے؛ ناقص structure انسانی جانوں کو خطرے میں ڈال سکتا ہے۔
لہٰذا اس پورے معاملے کو محض ڈاکٹر فہد جان بمقابلہ وائس چانسلر کی لڑائی سمجھنا غلط ہوگا۔ اصل امتحان جامعہ کے governance کا ہے۔ حل بھی مشکل نہیں: آزاد تحقیقاتی پینل، forensic audit، آزاد engineering inspection، تقرریوں اور ترقیوں کی قانونی جانچ، اور جہاں ممکن ہو نتائج کی شفاف اشاعت۔ اگر 15.9 ملین روپے واقعی ٹائپو ہیں، ثابت ہو جائیں گے۔ اگر تعمیر معیاری ہے، انجینئر بتا دیں گے۔ اگر ترقی قانونی ہے، قواعد گواہی دیں گے۔ اگر شکایات جھوٹی ہیں، آزاد تحقیقات انہیں ختم کر دیں گی۔
تو پھر حاظر اللہ، اگر مؤقف یہی ہے کہ سب کچھ درست ہے تو میدان حاضر ہے۔ فائل کھولیں۔ حساب دکھائیں۔ عمارت چیک کرائیں۔ کاغذات میز پر رکھیں۔ پھر فیصلہ ہونے دیں۔ کیونکہ آخر میں جامعہ کو یہ ثابت نہیں کرنا کہ کون زیادہ زور سے بولتا ہے۔ اسے صرف یہ ثابت کرنا ہے کہ سچ کس کے پاس ہے۔

Until the inquiry is completed, we have neither the right to declare anyone guilty nor to declare anyone innocent. Deciding the responsibility or innocence of any individual or party is not the authority or mandate of the Association. Our only demand is that an authorized and impartial forum should thoroughly investigate all the relevant matters and facts. If the inquiry establishes the responsibility of any individual or party, action should be taken according to the law.
Similarly, until the inquiry is completed, our demand is not to punish anyone. Rather, it is to remove any possible or apparent conflict of interest, so that no party can influence the inquiry and the relevant records or evidence can also be protected. Therefore, the clear position of the Association as an institution is simply that these matters should be investigated through a transparent, impartial, and third-party inquiry, and the law should take its course according to the findings of the inquiry.
Since 2013, we have made a great deal of effort, worked hard, and struggled for the establishment of this university. I may make a detailed video about this someday. However, my full name is Hazirullah Hazir. Thank you for your reply sir. I stand by my words. Dr. Irshad Khatok is man of principle, He is best example of Sadiq & Amin. He is best teacher and all satisfied with his teaching. He is Professor of Practice and will get HEC best teacher award soon. About management experience, he has previous experience thats why you trust him and gave him dual charge. So, he became your main main. We all proud of Dr. Irshad Khatokk and wish him good luck. seems to be fake, dr irshad khatokk is very nice person. dual charge are given because he is competent and deserves it. dr irshad khatok has previous research and management experience so he deserve to be a full professor and registrar. dr irshad khatok is sadiq and amin, he never tells a lie, he doesnt do backdoor hyprocrisy like other staff. dr irshad khatok is man of principles, he never bows down to pressures from association or even VC, if the VC tells him something to do which is against rules, dr irshad khatok never listens to VC.
