ChitralToday that the district government headed by the Jamaat-e-Islami wanted no festival till the release of 22 people held for violence in the wake of the April 21 blasphemy incident in the Shahi Masjid of Chitral.
It may be noted that besides the spring polo festival to be held in Chitral, the Kalash annual festival of Chilim Jusht was scheduled to be organized from May 12 to May 16.
In an order (No 5144) dated May 9, 2017, District Nazim Maghfirat Shah said the decision to ban any festival in the district was being taken to keep peace and order and avoid any untoward incident in the wake of the April 21 blasphemy incident in Shahi Masjid Chitral after which 22 people were sent to jail under anti-terrorism act for attacking the police station and damaging public and private property.
He said though the situation was returning to normalcy through efforts made by the district government in collaboration with the law enforcement agencies, many Chitralis were in DI Khan jail and over 10 people lost their lives in the Lowari Pass accident. In such a situation, holding polo tournament or any other festival would not be advisable.
“Therefore, I, Maghfirat Shah, District Nazim District Government, exercising powers conferred upon me as head of the district government impose ban on organizing any event in the territorial jurisdiction of the district for the next two weeks in the best interest of public service,” stated the order available with ChitralToday.

The decision of district nazim is clearly repugnant to the article 20 of the constitution of Pakistan, for that he should be de-notified immediately. I request the peaceful inhabitants of Chitral to take this Molvi to task, otherwise he will turn our beautiful Chitral into Bajur and Muhmand. Polo is in our blood, we will go to every extent to protect our tradition and will never ever tolerate Taliban version of Islam to be imposed on peace loving Chitralis. The blasphmer is already in the strong hands of the law of the land and will be hanged soon. Those who broke the law and resorted to violence should be dealt as per law of the land. But we will not allow the brethren of Taliban to exploit the situation and turn the district into another Waziristan.
Leave ahead Jamat Islami, Jamiat, nationalist or PPP as parties. its a fact that Maghfirat Shah is an able man to be a leader. Peaceful Chitralis doesn’t means we can dance Barwazius, Danni or play polo even when anything done to us. We are people of principle and we will stand firm with a man like him.

چترال ( محکم الدین ) ضلع ناظم چترال مغفرت شاہ نے صوبائی حکومت سے مطالبہ کیا ہے کہ چترال میں گذشتہ دنوں رونما ہونے والے واقعے کی وجہ سے گرفتار افراد پر لگائے گئے دفعہ واپس لیا جائے اور چترال کے عوام میں پائی جانے والی تشویش کو ختم کرنے کی کو شش کی جائے ۔
انہوں نے کہا کہ ایسے حالات میں جبکہ چترال کے 22افراد ڈی آئی خان کی جیل میں قید ہیں ۔ چترال میں پولو ٹورنامنٹ کا انعقاد کسی بھی طور مناسب نہیں ۔ اس لئے ٹورنامنٹ کو موخر کیا جائے ۔ چترال بازار مسجد میں ایک اجلاس کی صدارت کرتے ہوئے ضلع ناظم نے کہا کہ واقعے میں گرفتار افراد 22افراد ڈی آئی خان جیل میں انتہائی مشکل میں ہیں اور جن گرفتار افراد کی چترال میں رہائی ہوئی اُن کو بھی بد ترین تشدد کا نشانہ بنایا گیا ۔
ضلع ناظم نے کہا کہ گذشتہ روز ڈی آئی خان میں قید افراد کی ضمانت کی امید کی جارہی تھی اس لئے پولو ٹورنامنٹ کو اُن کی رہائی کے بعد منعقد کرنے کی بات کی گئی تھی لیکن قید افراد کی ضمانت نہ ہو سکی جس کی توقع کی جارہی تھی ۔ اس لئے ڈپٹی کمشنر چترال ، کمانڈنٹ چترال سکاؤٹس ، ڈی پی او ر صدر پولو ایسوسی ایشن سے یہ توقع رکھتے ہیں کہ وہ حالات کی نزاکت کے پیش نظر پولو ٹورنامنٹ ملتوی کریں گے ۔ لیکن اگر ایسا نہیں کیا جاتا تو وہ لوکل گورنمنٹ کی طرف سے حاصل اختیارات کے تحت یہ ٹورنامنٹ غیر معینہ مدت تک ملتوی کرنے کا اعلان کرتے ہیں ، ضلع ناظم نے تمام عوام سے اپیل کی ہے کہ وہ بدھ کے روز بازار مسجد چترال میں جمع ہو جائیں جہاں اس حوالے سے عوام سے مشاورت کی جائے گی اور اُن کے فیصلے کے مطابق مطابق آیندہ کا لائحہ عمل طے کیا جائے گا ۔
اس سلسلے میں تمام مساجد تک اطلاع پہنچانے کیلئے اجلاس میں حاضر افراد کو ذمہ داری دی گئی ۔ بازار مسجد اجلاس میں ضلع نائب ناظم مولانا عبدالشکور بھی موجود تھے
Polo Tournament is not postponed for the sake of Peace but to show solidarity with those who broke the law and damaged public property.
This is very unfortunate decision by District Nazim, if some one has committed the act of blasphemy, he should be punished according to the law of the land, banning festivals is not the solution. As far as chilim jusht is concerned it is not only a festival it is a religious ritual as well, how district nazim can ban the people from performing their rituals as the constitution of Pakistan gives full protection to the rights of minorities and freedom of religion. The people who have taken the law into their hand in the name of religion also be punished as per the law, so that, no one can dare to do it in future. The people of Chitral are now mature enough and know such type of political point scoring. District Nazim must withdraw his provocative order, he will be responsible if something happens after such order.

Our District Nazim even did not bother to look at his Executive Order:those who are somewhat aware about English they know that it is not a mistake but a blunder.According to rule this order is supposed to be cancelled and re-ordered.
Lets see what is next. Ban on Shandoor Festival, Baroghil Festival, Chitral Festival, going out on Eid vacations………..Guys stay at home………….Hoq pisa xhiboi
District Nazim and few Mullahs have no authority to impose things on Chitralis. Why should the tournament be postponed unnecessarily. This happens when you give power in the hands of the good for nothing people.
New logic, these festivals and sports activities promote peace and tranquility in Chitral and banning such activities is incomprehensible. KP, govt must take notice of this issue and re-start all such activities without any delay. District administration should also interfere in the matter and do not allow district nazim to take such decision arbitrarily. It is extremely unfortunate that DC Chitral gave too much space to District Nazim for taking such immature decision.
What a well thought out strategy by Maghfirat Shah to please his voters belonging to a particular school of thought. But let me assure you Shah ji you are not going to get anything out of it except proving your rightwing approach. The Kalash festival Chilim Jusht for which tourists from all over the country turn up to Chitral will also be cancelled as it was going to take place from May 12 to 17. The JI led govt will soon ban tourists from coming to Chitral. Where Bibi Fozia, the parliamentary secretary for tourism is sleeping. Why she does not take up the issue in the provincial government? Who has given this right to Maghfirat Shsh to act like this? The clerics first banned women from attending the Qaqlasht festival and now the nazim is busy in putting a ban on these activities which will ultimately result in loss to the tourism industry. The private sector, the NGOs, the hotel operators and the Kalash community should take up the matter. The Deputy Commissioner Chitral must not allow these milvis to rule the roost.
