On MNA’s request, CM finally orders tender for road project

On the intervention of MNA Shahzada Iftikharuddin, the KP government has ordered floating of tender for a Booni-Torkhow road project in Chitral.

The tenders were supposed to be floated last year but after the July 2015 floods the chief minister decided to choose the Frontier Works organization (FWO) of the army as the implementing agency instead of the provincial communication and works (C&W) department as was the case during the tenure of former MNA Shahzada Mohiuddin.

“Resultantly, this major federal PSDP funded project with total estimated cost of Rs1.12 billion got derailed due to the negligence and lack of timely decisions by the KP government in spite of repeated reminders,” said Shahzada Iftikharuddin in a statement on Wednesday. One such appeal was made by the MNA Chitral to the chief minister KP during the public gathering of Imran Khan at the PTDC Booni in July 2015 after the floods.

Adviser to the chief minister, Akbar Ayub, after meeting the MNA Chitral spoke to the chief engineer north Dawood Jan besides the secretary C&W with instructions to expedite the tendering process.

“I sincerely apologize to the people of Torkhow for the unwanted delays resulting from the KP government’s lack of action since the project is being funded 100% by the federal government but the executing agency is the C&W (a provincial dept) that was not being given clearance by the chief minister,” the MNA added.

However, it may be noted that a major reason for the delay was that before the May 2013 elections an investigation was launched by the KP government after an appeal through a press conference made by some political leaders from Torkhow calling for an investigation into the allegations of corruption in the project, he added. The investigation process coupled with the lengthy process of preparation of revised costs estimates further delayed the project by two years after the May 2013 elections.

After refusal by the KP government for cost sharing, the federal government approved 100% financing for the project on the recommendations of the National Assembly Standing Committee for Planning and Development of which the MNA Chitral is a member.

It may be also noted that NHA will start work on Chitral’s three additional roads after June 2016 and Rs13.10 billion have also been recommended for the following three roads of Chitral in the upcoming federal budget 2016/17 1. Chitral Shandur Rs 7.5 billion 2. Chitral Garam Chashma Rs. 3.5 billion 3. Chitral Bumborate Rs. 2.4 billion Additionally, work is also expected to be started in October 2016 on Chakdara-Chitral Dual Carriageway that will cost Rs 27 billion.

    Our MNA is a very gentle individual, he seems not to be in control of the situation. In his speech inside the NA which are being aired on social media he can be seen not very confident. That may be because of his party position in the NA. In all these years neither he has been faithful to Moshsin-e- Chitral and there were reports that he also was thinking of joining Nawaz League.

    Only papers floating out of shahzada SB suitcase! Never saw practical , visible and solid step on his part..! He manifests signed papers with some scribbles and in between we have seen 3 years of his rule slipping away!

    Good job MNA sab, but these project must be given to honest and competent contractors, so these projects could be completed within the time limits and people may not have to suffer. There must be mechenism to ensure quality of work.
