Irregularities alleged in appointments at Chitral University

CHITRAL: A media report has revealed that a junior contractual teacher was appointed first as deputy registrar and then as additional registrar bypassing relevant procedures at the University of Chitral (UoC).

The appointment is illegal as law doesn\’t allow giving additional responsibilities to contractual teachers because they are not considered employees of the university.

The contract teacher after being appointed in this key position not only advertised new hirings but also selected blue-eyed candidates through a test conducted internally.

According to regulations, new candidates must be hired through tests conducted by a third party.

The additional registrar not only advertised posts but also appeared as a candidate before a selection committee which he was himself a part as a secretary. He was selected as a permanent assistant lecturer through a highly fraudulent process.

Overaged candidates were also inducted by extending the age limit for the lecturers from 40 to 55 by the vice chancellor and the additional registrar against the HEC rules, the report stated.

Local JUI leaders, including ex-MPA Maulana Hidayatur Rehman, have filed a complain in the provincial ombudsman office while a PML-N leader has also accused the university administration of malpractices, and requested authorities to take action against the officials responsible.

Vice Chancellor University of Chitral, Zaheer Shah, however, denied the allegations and said the local political leaders were defaming him for not hiring candidates of their choice.
