District nazim contracted out 17 projects bypassing rules
ISLAMABAD: Without obtaining administrative approval from the deputy commissioner and completely ignoring the required tendering process, District Nazim Chitral Maghfirat Shah has allegedly awarded contracts worth millions of rupees to personal favourites.
According to minutes of the district development committee (DDC) meeting held on September 26, 2016, with the district nazim in the chair, copy vailable with ChitralToday, 383 schemes under the district ADP 2015-16 were approved.
On November 8, the deputy commissioner office gave administrative approval for 367 of the total 383 schemes approved by the DDC.
However, after ground verification by the deputy commissioner office, it has been revealed that 17 schemes had been started, some of which even completed without administrative approval from the competent authority.
According to a letter written to the district officer finance and planning, Chitral, no tender was floated to select the contractors through competitive bidding, while oversight by the concerned line departments was also ignored.
An senior official at district administration requesting not to be named told ChitralToday that bandar baant or wholesale of the projects continued at the district nazim office as only personal favorites and certain people affiliated with a particular political party were being rewarded through these schemes.
“Call it a political bribe by the district nazim for those who are considered a bit close to him. No tender was floated for these schemes, and above all the nazim has illegally built an office for himself at the Governor Cottage, which is also included in these projects,” he added.
The letter by the DC office written to district officer finance and planning clearly stated that the contracts were awarded to persons either based on kith and kin or personal likes.
As the district nazim clearly violated the Khyber Pakhtunkhwa Public Procurement Regulatory Authority in awarding the contracts, the DC office has stopped administrative approval to the 17 schemes launched in different parts of the district, he added.

1 crore 20 lac of public money just handed over to blue eyed contractors including 44 lac for renovation of the Nazim’s office. This is criminal, NAB should take notice.

Jamat Islami always talk loud about transparency, justice and accountability. Why not to start it from Chitral where they (JI) in power.
JI district nazim wanted a VIP protocol and turned the rest house into well furnished office where the representatives of Islami system sit.
On the other hand the disaster affected people still waiting for rehabilitation of their basic facilities while the so called transparent people instead renovating and decorating their offices. Shamful

He calls him meter shah, etc. I would request him to give his party’s Chitral chapters a few names so that we can address them thru such names as they have lost their credibility. I would like to suggest some names for his party’s Chitral leadership because they have completely failed in playing role of a vibrant opposition which has paved the way for the molvis to hijack everything. PTI Chiytal must get rid of these Timber Khans, Jihaz Shahs, and Patwari chiefs to streamline the party or else soon the party will be wiped out.
Where are the PTI leaders and workers who claim to “clean” the KP province from the menace of corruption? Why cannot they put proper check and balance on the district Nazim in Chitral? Why Mr. Abdul Latif is not having a press conference against the Nazim as he had one against the PPP MPA? Maybe he is party to the corruption being done by the district government.
Thank you for showing the real face of these hypocrites. He is now trying to politicize Madrassas and bribe Mullahs. It is said that for one year the district Nazim halted the projects saying that the projects should not be tendered and instead they should award it to a community representative of their choice. This type of project implementation was a brain child of the MMA government which was called Project leaderi.
It is also said that the the Nazim has given instructions that most of the projects in the ADP have already been iniitiated and completed by their trusted contractors and the governemt just needs to compensate them through this ADP.WOW WOW

Responding to Sajjad Ahmed Sahib: Plz go through the budget document of District Council Chitral which was approved last year by the district council. That document (also reported in Chitral Today) said that the 4 million plus amount would be expended on the renovation and repair of two rest houses of district council (one in Chitral and the other in Bumbrt) to promote tourism sector in Chitral and generate income for district council. It is on record. But now come to the duo-game that after getting approval of budget from district council the district nazim forget his budget speech and turned the rest house to his own office. Where is the silly tourism development, where the income generation aspect lost?
You nazim who belongs to a religious party always befool the people as well as his own council.
Secondly, the DC letter said that without fulfilling the requirements these projects were given to blue-eyed people. This is a question mark on the accountability, transparency slogan and shoutings of Jamat Islami. Is this your transparency and accountability???
