DROSH, Nov 9: Jamaat-e-Islami Chitral chief Haji Maghfirat Shah here on Sunday seconded the demand of Jamiat Ulema-e-Islam (JUI) that the provincial government should withdraw its decision of awarding contract to establish small hydel power stations in Chitral to the Aga Khan Rural Support programme (AKRSP).
Based on their sectarian leanings, the two religio-political parties have declared the AKRSP as a controversial NGO. However, the KP government has chosen other NGOS as well in a number of districts, including the SRSP, for the construction of the powerhouses.
Speaking at a public gathering at Murad Stadium in Drosh, Maghfirat Shah said the step of the KP government to allocate funds for the construction of the hydel powerhouses in Chitral was a right step but choosing the ‘controversial’ NGO for the project in the valley was against the aspirations of the local people. He said the funds should be taken back from the NGO and utilized by the government itself.
At the same time, he discussed different issues such as terrorism in Pakistan, enforcement of Shariat in the country and said the JI had always rendered sacrifices when the country needed it. He also demanded that the government should take steps to eliminate terrorism in the country and also bring to justice those who carried out a suicide attack on people at the Wahga border recently in which over 60 people were killed.
The public gathering was presided over by Maulana Abdul Rauf. Those who also spoke on the occasion included Hidayatullah from Denin, Maulana Salamatullah and Alhaj Khursheed Ali Khan.
The speakers demanded that instead of two days a week, the under-construction Lowari tunnel should be opened for the public on alternative days during the winter when the Lowari pass road closes due to snowfall. I learnt that a considerable number of the AKRSP employees are Jamat’s workers or affiliated with this political party; it has been better for the new amir to ask them to leave the employment of an organizations which is ‘controversial’

آییے دیکھتے ہیں، اصل حقیقت کیا ہے، پی .پی. اے. ایف ایک غیر سرکاری ادارہ ہے پی .پی. اے. ایف عالمی بینک یا ورلڈ بینک سے حکومت پاکستان کی ضمانت پر سود کے ساتھ قرضہ لیتی ہے – یہ پیسہ پسماندہ علاقوں میں مختلف غیر سرکاری اداروں کے ذریعے چھوٹے موٹے کام کرواتی ہے ، جنھیں ہم منصوبہ جات کہتے ہیں – دوسرا یورپین یونین ہے، جن کو ہم اکثرو بشتر طاغوتی اور صیہونی قوتوں کے نام سے یاد کرتے ہیں ، جن کا نشان گول دایرے مے ستارے ہیں- پی .پی. اے. ایف اور یورپین یونین
کی مالی مناویغت لیکر آج کل متنازیہ اور غیر متنازیہ دو غیر سرکاری ادارے چترالیوں کی خدمت کے جذبات سے سرشار میدان میں اترے ہیں – چترال میں ان پیسوں سے کام کرنے والے اداروں کا اپس میں باپ بیٹے کا رشتہ ہے – باپ پہلے سے موجود تھا ،١٩٩٩میں اس کے بڑے صاحب شعیب سلطان نے اپنی ہی نگرانی میں باپ ہی کے خدوخال میں بیٹا بھی بنا ڈالا – اور چترال کے پروگرام مینیجر فیروز شاہ صاحب کو نومولود ادارے کو سنبھلنے کا حکم دیا – اس وقت سے اب تک یہ باپ بیٹے چترال کی ترقی کے نام پر تنخواہیں لے رہے ہیں – اب صورت حال کچھ یوں ہے کہ باپ نے یورپین یونین اور پی .پی. اے. ایف کی ندی سے اپنی نہر بنائی ہے اور بیٹے نے اسی ندی سے دوسری نہر، مالی مناویغت کا ذریعہ ایک ہے -اور اداروں کا رشتہ باپ بیٹا کا ہے –
یہ بات ہماری سمجھ سے باہر ہے کہ بیچارے باپ جو اسی نالے سے کھاتا پیتا ہے جس سے بیٹے کا گزر اوقات ہے، متنازیہ کیوں اور کیسے قرار پایا – ورلڈ بینک کا سود والے قرضے سے بنا ہوا پل ہو یا صیہونی اور طاغوتی قوتوں کے خیرات کے پیسوں سے بنا بجلی گھر، اگر بیٹے نے لیکر بنایا ہو تو منصوبے سے ملنے والا ہر فائدہ حلال اور وھی پیسہ باپ لیکر کچھ بنایا تو اس سے پہونچنے والا ہر فائدہ متنازیہ – ہمارے حساب سے اس بار بھی پہلے کی طرح باپ کو بڑا پن دکھانا ہوگا ، اپنی جان اور انے والی نسلوں کے بقا کی خاطر – اگر وقتی بھوک کو مٹانے کیلئے کوے کی طرح گوشت کے ساتھ چمٹا رہا تو کل سے وہ حلال تصوور ہوگا – آدھا چترال بندوقیں لیکر اس کے پیچھے ہو –

These are few examples highlighting the load shedding issue during the last ten years. Interestingly, all these miseries/protests were (are) being observed in the two main towns of district Chitral—Chitral town; Drosh. While at the same time, the far flung and remote villages were (are) enjoying the eco-friendly, cheapest hydel electricity.
Here arises a million dollar question: who is responsible for the darkness of the town, even when the remotest villages are luminiating with lights? Perhaps, the most straightforward answer is the Towners themselves. Yes, the Towners!!!
Mr. Shoaib Sultan Khan, the first GM of AKRSP, while recalling his first dialogue with the villagers at Sherqilla, Gilgit, says, “I still vividly remember the bitterly cold December in 1982 when I drove 600 kilometers from Islamabad to Gilgit on a borrowed jeep. This was the beginning of the Aga Khan Rural Support Programme (AKRSP) and forging of partnerships over the next twelve years with a million people in one of the most inhospitable and harshest terrain anywhere in the world. I brought them a simple message. This was a message of partnership in development. AKRSP was not there to listen to their demands, needs and problems and offer solutions. AKRSP offered them only a methodology, an approach and social guidance to overcome their handicaps themselves. The villagers Social Mobilization a key to Sustainable Development used to look at me with disbelief. A programme bearing the name of one of the richest persons in the world not willing to solve their problems and asking them to do things first. I explained this is a partnership which entails obligations on both sides and unless the community was prepared to fulfill its obligations how can the partnership be formed? Many were impatient and would pester me to tell them what was the limit to which the Programme would help them if they accepted the terms of partnership and my simple response used to be your limit is our limit. To make a long story short, with the passage of time the villagers understood the basic message of partnership in Development: Unity among themselves and cooperation with the Support Organization. AKRSP provided them technical support and guidance and villagers reciprocated with unconditional support & cooperation. On the other hand, unfortunately, among the Towners you can neither see unity nor cooperation. Rest is history!
Locally, nationally and internationally, AKRSP is considered as one of the finest and most successful Rural Development Programs. Alas, for an Ameer-e-Jamaat it is still ‘controversial’.

Dear Mr. Noor, I think you are unaware of the selection criteria for Ameer Jamat e Islami. Let me tell you that the members( Arakeen of jamat) elect the Ameer who is most deserving and visionary person by secret ballet papers. Ameer is not selected by any tekedar or any pressure group. Dont compare any one with Mr. Sartaj Ahmad Khan and Molana Abdul Akbar. Please mind your language and words before presenting yourself.
I feel very sorry for the Jamat Islami party in Chitral, visionary people are not allowed to come forward in Chitral. There are many senior people in the party who deserved to lead the party. People like Maghfirat Shah are an extension of the Tekedar group. He along with Sartaj and other old nazims is trying to become Nazim again in the coming elections, which is only their dream.
We need leaders who could help integrate people from the length and breadth of Chitral not divide them. Not all the Jamatis are back stabbers but people like Maghfirat Shah and Abdul Akbar truly are.
